I think his plasma burst has rather a melting effect (sudden rise of temperature) than an electric shock on the victim. In one of the comics (I checked it for reference pics), he causes the flatscan aggressor's pistol to melt into his hand - ouch! (Wikipedia or Comicvine has a much better explanation of Havok's powers and how they work. I like it how they describe it in details.)

Havok retained his powers, and Polaris got hers back via Apocalypse's technology (he wanted to make her into one of his horsemen but he got defeated, fortunately Lorna's powers stayed

Cyclops has not one, but two brothers. But Havok is more badass than Cyclops and Vulcan together
BTW, I'm pretty sure this character is the reason for the spelling of Havik's name - Since the "k" usually replaces the "c" in the MK universe, "Havoc" would've been "Havok" - but Midway probably knew about the X-Men character so they decided to name their Cleric of Chaos "Havik" (pronounciation is the same anyway). I even remember this being debated at the MK boards back when MKD came out
